PAPI error code 7. Execution failed: selecting resources

When I submit my workflow I get this error:

Task helloChipSeqPipeline.ChipSeqPipeline:NA:1 failed. The job was stopped before the command finished. PAPI error code 7. Execution failed: selecting resources: querying available resources: getting project quota: listing regions: Compute Engine API has not been used in project 794883612204 before or it is disabled. Enable it by visiting https://console.developers.google.com/apis/api/compute.googleapis.com/overview?project=794883612204 then retry. If you enabled this API recently, wait a few minutes for the action to propagate to our systems and retry.

I went to the link and tried to enable it but I get this error:

You are missing the required permission: serviceusage.services.enable

    Hi lleonard188,

    This error commonly points to trying to use a billing project that has not been used in a very long time and has thus had its API disabled. Can you provide the name of the billing project you tried to use and when you last used it?

    fccredits-terbium-copper-6722 and I last used it successfully April 30th 2019.

    Hi Lleonard,

    Yes the APIs for that project have been disabled due to how long it's been unused for. Free credits accounts expire after 60 days anyhow, so even if it were reactivated it would not be usable unless you changed the underlying billing account to fund it.     Do you have any workspace data you are trying to retrieve from any workspaces created with this free credits account?

    I already created a Google Billing account to fund it. Yes I have data I want to use from this project.

    Hi Lleonard,

    Can you let me know if run into issues reenabling this billing project by following the instructions in Step 5 from the FAQ?

    Hint: If you use free credits to jump-start a project that you want to access later, you will need to upgrade to a billing account before your credits run out. If you don't upgrade the account before the free credits run out, you can reactivate your account by logging into Google Cloud Console (https://console.cloud.google.com), going to Billing, and selecting upgrade.

    I think I've already upgraded. I don't see an option to upgrade.

    Hi lleonard188,

    One of our engineers enabled these APIs and the billing project should now be available for use so long as it has an active billing account backing it. Please let us know if you are able to use it.
