Error Removing GCP Billing Account Completed

There is a current known issue where some users are experiencing a "Forbidden" error when trying to remove a GCP Billing Account from a Terra Billing Project. Generally, the error eventually resolves after several attempts at removing the Billing Account.

Our engineers have been able to replicate this error and are working to investigate its cause.
