Workflow submission time estimate and queue count

It would be nice to have a place to check how many workflow submissions are currently in the queue and an estimate for how long it will take until your submission can launch. This helps us understand whether the queue is moving or if it's currently stalled, and sets expectations for how long we might have to wait to see our job kick off.
