task status says "completed" when some shards have not yet run

In the job manager, the "Status" column for a task shows a green check mark before all instances of that task have successfully completed.   It seems that the green check mark is shown if all instances that have started have successfully finished, but this leaves out shards that have not started yet.

    Hi Ilya,

    Thank you for writing in about this issue. Can you share the workspace where you are seeing this issue with GROUP_FireCloud-Support@firecloud.org by clicking the Share button in your workspace? The Share option is in the three-dots menu at the top-right.

    1. Add GROUP_FireCloud-Support@firecloud.org to the User email field and press enter on your keyboard.
    2. Click Save.

    Please provide a link to the workspace, as well as the submission ID for where you are seeing this behavior. We'll be happy to take a closer look!

    Hi Jason,

    The workspace is https://app.terra.bio/#workspaces/um1-encode-y2s1/selection-sim .  The submission would be 983c86e4-ac72-495c-85d5-e64eda34d820 or 6660ccf3-c8a1-46c6-a805-7eb24fe55ca9 , but this is transient behavior, so not sure it's still visible.

    Yeah I'm seeing that the statuses are looking okay at this time. Would you be able to follow up if you see an active case of this happening? We'd love to catch this happening live.
