Preemptible job retrying more than the number of preemptible retries

I'm seeing that a task I'm running is retrying many more times than I would expect.  I believe the task should have "preemptible: 1" and "maxRetries: 1" but from the job manager I see that it's currently on its 8th attempt with more than one of those attempts claiming to have been preempted and stating they've reached the maximum number of preemptible tries (1).  Could someone take a look for me and see if I'm missing something?  I've shared the workspace with GROUP_FireCloud-Support@firecloud.org and this is the job:

    Hi Justin,

    Due to PAPI error code 10 issues we implemented automatic retries and it looks as though we discovered a bug in that recent work. We plan to have a hotfix for it in the next Terra release to alleviate the issue.
