GTEx/requester pays within the same region

Do I understand correctly that the "requester pays" buckets for GTEx data do not incur additional cost for localization, but only pass the cost to the requester?
That is, if both the bucket is in the us-central1 and the Terra workflow is run in us-central1 there are no costs for localization and the "requester pays" has no effect? I.e., for this scenario GTEx will behave effectively the same way as TCGA.

I understand that Cromwell should be able to handle the "requester pays" and pass the cost seamlessly making it harder to check.

Hi Alexander,
Thanks for writing in! You're correct, if the requester's project and the workspace with the data are in the same location, then there would be no egress fee. This means that the requester wouldn't pay anything even if Requester Pays is turned on.
