Add link/details about budget alerts to Terra's billing project modal
Many users over the years have been surprised by GCP bills (much) larger than anticipated. Instructions on how to set budget alerts are available but not intuitively found until after spending becomes an issue.
I suggest adding a link to those instructions, along with a short description of the process to the Billing signup modal on Terra.
It would be helpful to emphasize the importance of this optional process by differentiating the color of the modal or some other way (short of including a an example where a user accidently overpent by thousands).
I also would suggest including such an example at the top of the alert support doc to instill proper fear/respect for how easy it is to be charged $5000 without realizing it.
