Service Incident - June 26, 2026 (Data Access)

Jason Cerrato

Summary

A change to Google Groups' behavior is currently impacting some data access in Terra and TDR. At this time, we believe that so long as your account was given access to the data before June 24, 2026, your access should remain intact.

For cases where you were provided access to Terra resources within the past two days, you may find that your ability to access the resources from outside of the platform is not working. Users who access Terra data directly via Google tools — such as Google Cloud Console, gsutil, or downloading data — are most likely to be affected.

Data access via Terra pet service accounts (such as running workflows within Terra, using cloud environments, or viewing files through the Terra data tables in the Terra workspace does not appear to be impacted at this time.

The Terra team is investigating a solution for this issue.

See the Timeline section for troubleshooting and resolution updates, and the Impact section to understand how this may affect your use of the system.

Impact

During this incident, users may experience the following:

  • Inability to access Terra data directly via Google Cloud Console
  • Errors when using gsutil to access or transfer data from a personal computer Terminal
  • Failures when attempting to download data directly from Terra workspaces
  • Failure to access data in recent workspaces if access is provided via an older Group

Data access via pet service accounts — including running workflows and accessing data within Terra compute environments — does not appear to be impacted.

Workarounds

1) If your data is hosted in TDR and being accessed in a workspace:

  • TDR Datasets and snapshots are now fixed
  • Export snapshots to new workspaces
  • Add users directly to the workspace (do not grant access using older Groups)

2) If your data is hosted in a workspace, and you want to copy the data to another location:

  1. Give your Terra pet service accounts access to your external bucket (see: Accessing data from an external bucket)
  2. Start a Cloud Environment from within a Terra workspace
  3. Run gcloud storage cp commands to copy data from your Terra workspace(s) to your external bucket.

Timeline

July 16, 2026 – 10 AM ET – Full Remediation Complete

All access should be fixed at this time.

July 15, 2026 – 12 AM ET – Full Remediation expected tomorrow morning

We have received an emergency quota from Google support that lets us significantly speed up our migration to restore access. We expect all access to be restored by tomorrow morning.

July 14, 2026 – 11 AM ET – Full Remediation Ongoing

Restoration of data access to Terra workspaces is still ongoing. We have restored approximately 50% of Terra resources.  At our current migration rate, limited by Google quota, we expect the issue to be resolved in one week. We have requested an emergency escalation of quota to Google and are still awaiting a response.

July 8, 2026 – 11 AM ET – Full Remediation Ongoing

Restoration of data access to Terra workspaces is ongoing. Please use the Workaround option above. With the current Google rate limitation, restoring resources is projected to take more than a week. We are in contact with Google Support and continuing to request a more expedient solution.

July 2, 2026 – 12 AM ET – Full Remediation Ongoing

Access to data resources hosted in Terra Data Repository has now been restored. Restoration of data access to Terra workspace buckets is ongoing. Due to a Google rate limitation, this may take several days. We are requesting a more expedient solution from Google.

June 30, 2026 – 11 AM ET – New Access Fixed / Full Remediation Ongoing
Newly generated workspaces/snapshots are no longer experiencing this issue. A fix is in progress for any affected resources.

June 26, 2026 – 4 PM ET – Issue Identified/Investigation In-Progress
We identified the root cause of the issue and are assessing the scope of impact and possible solutions.

June 26, 2026 – 12 PM ET – Investigating report of access issue
We received a report of an issue accessing and downloading TDR snapshot data.
