Summary

The issue was found at approximately 09:10 AM ET on March 6, 2020 and impacts users trying to make a new Terra billing project. Users will receive an error similar to the following:

project <project_name> creation finished with errors: {"ResourceType":"gcp-types/compute-v1:compute.projects.setUsageExportBucket","ResourceErrorCode":"EXTERNAL_RESOURCE_NOT_FOUND","ResourceErrorMessage":"The resource '<project_gs_path>' of type 'Google Cloud Storage object' was not found."} - code RESOURCE_ERROR

Timeline

March 6, 2020 3:12 PM ET - Issue resolution - We've released a fix for the issue. Users should now be able to create Terra billing projects.

March 6, 2020 9:10 AM ET - Issue discovered - One of our engineers noticed that one of our tests related to the creation of billing projects was throwing errors. A ticket has been opened with Google for investigation.

Impact

Users will not be able to create a new Terra billing project until this incident is resolved. This is not expected to affect the creation of new free trial billing projects at this time.
