We've identified an issue that impacts users trying to create cloud environments on Terra. Users may encounter an error reading:
Creation may have failed due to temporary resource unavailability in Google Cloud Platform (`ZONE_RESOURCE_POOL_EXHAUSTED` error). Please try again later or refer to http://broad.io/different-zone for creating a cloud environment in a different zone.
when trying to create an environment. We have communicated with Google and confirmed that these errors indicate a temporary exhaustion of VM resources in a particular region. The error does not originate from the Terra Platform itself.

August 8, 2023, 2:21 PM - Issue Confirmed - Issue was confirmed to be a true product incident originating from the Google Cloud Platform.
August 4, 2023, 10:00 AM - Issue Escalation - Issue was escalated after several more users reported experiencing the same error with no known workaround.
July 21, 2023, 04:31 PM - Issue Discovered - Terra Support received the first user report of the error.
Impact
Users may be unable to create new Google Cloud Platform environments if Google VM resources have been temporarily exhausted in their particular region.
Currently, the known workarounds include the following:
- Wait a while and re-try at a later time
- Create a workspace with a different bucket location/region, and then create a cloud environment in that new workspace
- Write into Terra Support for assistance in the manual creation of a cloud environment with a different machine type
