Where does Terra create the GCP project ?

In Terra I've created "Billing Project". The billing project is linked to a GCP sub-billing account. 

When I create a workspace in Terra, I link it to the billing project mentioned above.

I go into the workspace and create the Cloud Environment and then I wait for Terra to tell me is ready/running.

My issue is that when I go into GCP, I don't see the GCP project that terra created(for the workspace) in the list. I do however see the GCP project listed in the account management of the GCP sub billing account.

So I know a GCP project definitely exists.

Does Terra create projects at the root of the GCP organization that  the billing account of the sub billing account is associated too ? 

If so I think this might be an issue for delegated sub billing accounts and children GCP organizations as I don't have access or permissions to the parent.

    Hi John,

    If you are the owner of a Terra billing project, then you should be able to find it by copying the Google Project ID found on the right side of the Workspace dashboard, and then going into the Google Cloud Console, hitting the Select Project dropdown menu on the top-left, and then pasting the ID in the search box below "No Organization".

    As for the concerns you may have about the billing structure, charges associated with the billing project will be billed to whatever the linked Google Billing Account is, however the project itself doesn't exist in the GBA's organization. This can only be seen in Terra.
