Improved IGV user experience

I would like the ability to open IGV within Terra without going through the data table. I don't really see why it has to be tied to the data tables, and this would address major scaling issues, and I think the user experience would be greatly simplified.

The most frequent way I use IGV in Terra is that I select a random sample, wait for the row to be scanned for eligible files, select a random file to open IGV, then immediately delete the track and create a new track for the file I wanted to look at. In this way, the data table is not necessary or relevant to my use of IGV. I can't use desktop or web IGV outside of Terra due to restrictions that require the data remain within Terra.

Additionally, the data table approach comes with scaling difficulties. In my larger workspaces (100-250k samples), Terra is no longer able to scan the files in the selected row for valid IGV-compatible files and instead hangs indefinitely, so I cannot open IGV within those workspaces. I also cannot use the sample_set data table in those workspaces as it has grown too large to load in the UI. My only alternative is to use a different workspace with fewer samples, which I luckily have available within the same authorization domain and billing project, but that is far from guaranteed.
