Respect user-issued "open in tab" and "open in new tab" commands
During workflow management, Terra will automatically open some pages in new tabs without the appropriate command (such as middle click) that most users are accustomed to. This results in a UX where a user has to click the link and then close the old tab to maintain the desired functionality. This is particularly frustrating when trying to look at results from multiple workflow runs.
