By default, use all low-cost US zones in Workflows

If no zones are set in your WDL, it appears that Terra defaults to using us-central1* zones. There are two additional regions within the US that have the same cost profile as us-central1, so it would be nice if the default included all zones within the low-cost regions, not just us-central1*.
