Allow users to reconsider workflows from sample set when others are still running

When running a large batch of jobs you need to wait until the whole batch completes to restart the failures.

This can be annoying when there is deadlines and the jobs can take very long. The only options for the user is to abandon the running workflows and use call caching or start new batch with workflows that already exist in the previous in the last batch.
