If I understand correctly, you are looking to create a new Workflow for your Terra workspace. This linked document outlines the steps to find a Workflow that already exists in the Broad repository. However, if you follow the steps 1-3 the process stays the same. Step 4 shows how to search for an existing Workflow but to create a new one also exists on the same page.
In the above screenshot you can see the Create New Method button in the upper right-hand corner. Clicking on this will give you a modal where you can enter in the name of your new Workflow and add the WDL (either by copy paste or upload a file). Once the Workflow has been created, you have the option to Export it to the Terra workspace of your choice.
