See Old Method Config Snapshots

Today, when I want to see an old snapshot for a method config, I can't see it in FireCloud or Terra, instead I see a message

Ideally, for all submissions, I would like to see the snapshot of the method config that was used as way to differentiate why an older run succeeded and the newer run failed.

While it's possible to get the exact inputs of a task/workflow from the workflow details page, it doesn't make it easy to parse what changed--which is either the WDL workflow or the method config inputs, and by being able to retrieve the old snapshot and doing a diff against two method configs across two tabs, I can understand where a change occurred that caused a failure.
