Limit number of Workspaces listed in workspace page
When a user has access to a lot of workspaces, its takes moment for Terra to display all the workspaces in the workspace page.
It would be helpful to have a default option to limit the number of workspaces being listed at first to 20 or so per page.

We will revisit pagination here. In the interim we made a change that would make typing in the search bar more responsive when dealing with large numbers of workspaces
