Landing Zone creation failed for Terra Billing Projects

Our team has discovered an issue that can happen when connecting an Azure Subscription to a Terra Billing Project.  The following error can be returned on the Billing Page:

Landing Zone creation failed: Failed to construct exception: com.azure.core.management.exception. ManagementException; Exception message: Long running operation is Failed or Cancelled. 

This issue is caused by the deployment in Azure failing due to the Postgres Flexible database being unavailable in the region. We currently have two workarounds for resolving this issue:

  1. Create the Terra Managed App in a different region. (This can be done by installing the Terra managed app in an existing resource group in the Azure subscription.)   
  2. Request a quota increase for the region by following these instructions: https://learn.microsoft.com/en-us/azure/postgresql/flexible-server/how-to-request-quota-increase

Our team is aware of this issue and we're working on a fix.  Please follow this post for more updates.
