Summary
The NIH Researcher Auth Services (RAS) will begin centrally enforcing access restrictions for users identified on NIH OCIO-managed access restriction lists across Controlled Access Data Repositories (CADRs).
Timeline
After Wednesday, October 7, users will only be able to access NIH data when their Login.gov or ID.me is set up with a CADR-compliant email address.
Impact
To avoid any disruption in access, please verify that your Login.gov or ID.me account is configured with a CADR-compliant email address as your preferred email address.
CADR-compliant email addresses include:
- NIH-issued email addresses
- Federal government email addresses
- University, research institution, hospital, or employer-issued email addresses
- Email addresses from approved InCommon Federation member organizations
The following email addresses are not permitted to access CADRs:
- Personal email accounts from free email providers (such as Gmail, Yahoo, Outlook.com, Hotmail, etc.) and other prohibited domains identified by NIH
- Email domains from countries of concern as identified by the US Department of Justice
If your preferred or primary email address is not a CADR-compliant email address, please update your account before access restrictions are enforced.
Instructions for updating your preferred email address:
Login.gov
- Sign in to your Login.gov account.
- Select Connected Accounts.
- Next to your connected email address, select Change.
- Select an existing approved email address or add a new one.
- Sign in using the approved email address to make it your preferred email address.

ID.me
- Sign in to your ID.me account.
- Go to My Wallet and select Manage Profile.
- Add your approved institutional or government email address if it is not already associated with your account.
- Verify the new email address.
- Select the approved email address and set it as your primary email address.
