Notebook runtimes

To reduce the runtime creation time to roughly 1.5-2 minutes, and in the future, allow us to provide support for Persistent Disks, we're switching the default runtime to from a Dataproc/Spark VM to a Google Compute Engine (GCE) VM.

Depending on the environment you choose in the "Runtime Configuration" window, we will recommend which machine type you should use. For example, for the Default Environment we recommend use of GCE VMs. Hail requires Spark, so you must choose to create either a single Spark Master Node, or a Spark Cluster with worker nodes.

Enabling in-app requests for access to Authorization Domain group

A new checkbox in the group details page and the group creation modal (checked by default) allows emailing the group's admins to request access by using the button shown to a user who's not a member if the group is used as an auth domain.
